On 19 November 2013 a nationwide conference was held on the theme "Current problems in public contracts and legislative changes from 1.1.2014". The event was organized by FORUM Publishing House at the Step Wellness Hotel.
Current problems, as well as information about future new things were addressed at the conference.
The main expected changes as of 1.1.2014:
not cancelling the award procedure upon a single bid
change in the value of the limit of small public contracts (for supplies and services up to 2,000,000 and construction work up to 6,000,000)
cancellation of prior notification for recurring public contracts
cancellation of persons with special competence
And the actual increase of the value of small public contracts should bring a significant reduction in administrative burdens on small contracting authorities.
Furthermore, the issue of proof of qualification through subcontractors, overlap of public contracts in the New Civil Code, consequences of arrears in taxes of candidates, changes in contract law and problems in public contracts from the perspective of European subsidies, were also presented.
